Animal Welfare - Humane Breeding Accountability Act
America's pets deserve more than chance genetics, overcrowded shelters and profit driven backyard breeding. My goal is to establish national standards to ensure that animal breeding is humane, responsible and accountable. Healthier animals, fewer unwanted litters and stronger support for local shelters.
Under my presidency I will pressure the Congress to;
1. National Breeder Licensing Requirement
Any individual breeding dogs and cats for sale must:
- Obtain a state breeding license
- Register each breeding animal
- Pay an annual breeder licensing fee
All licensing revenue will be distributed directly to the county shelter system where the breeder resides. Funds will help support; spay & neuter programs, medical treatment for shelter pets, shelter expansion, staffing and training and adoption initiatives.
2. Mandatory Veterinary Certification
Breeders must provide a written certification from a licensed Veterinarian confirming;
- Current vaccinations and routine care
- No untreated medical conditions
- Screening for breed-specific genetic diseases
- No known hereditary deformities
- The animal is physically fit for breeding
This will ensure breeding decisions prioritize long-term animal health rather than short-term profit.
3. Penalties for unlicensed breeding
If an individual breeds without a license;
- A fine will be assessed per puppy or kitten
- Mandatory spay/neuter orders may be issued
- Escalating penalties for repeat violations
- Animals may be seized in cases of neglect or cruelty
This policy will help reduce shelter overcrowding, improve the genetic health in companion animals, protect owners from unethical breeders, create continuous sustainable funding for shelters and promote responsible pet ownership nationwide.
