Rent Control - Fair and Affordable Housing Act
Housing is a right, not a privilege. In the richest nation on Earth, no working family should be spending 60-70% of their monthly income on rent.
Under my presidency, I will pressure Congress to;
1. Cap Rent in Federally Supported Housing

All federally subsidized, financed, or backed housing will have rent capped at 30% of household income. This ensures families can live comfortably without sacrificing basic needs.
2. End Income Discrimination Nationwide

Renters cannot be turned away because of how they earn their money. Whether it’s a salary, government assistance, or other legal income. These protections apply to all federally supported housing.
3. Reward States and Cities That Protect Renters

States and cities that voluntarily extend these protections to private housing will receive additional federal funding for housing, infrastructure, and community programs.

This gives local governments the tools to make housing fairer while respecting state authority.
4. Incentivize Private Landlords

Offer tax credits or financial incentives to landlords who keep rents at or below 30% of tenant income.

Provide low-interest loans and grants for landlords who renovate or build affordable units.

Recognize participating landlords publicly as “Affordable Housing Partners,” building goodwill and attracting tenants.
5. Expand Housing Supply

Increase federal funding to purchase unused units and buildings to create more available housing without needing to develop on unused land.

Encourage innovative housing solutions, like modular or community-based housing, to increase availability quickly.
